We wanted to add a third bike carrier to our Thule roof rack to hold our son's 16-inch bike without removing the front wheel, which does not have a quick-release. A search of the Thule website and reviews everywhere was inconclusive, but this model looked like our best bet. It works! We installed it between our two fork-mount carriers. Because the arm grips the top tube, the small wheel size is not a limitation. We added the cylinder locks for extra security.
